After spending an incredible amount of time troubleshooting, and submitting to PrestaShop’s Bug Tracker, I found the solution on PrestaShops Forum.
If you have attempted to configure the CMSblock and upon editing, there are no select cms pages to chose from, and if you attempt to save, an error generated “You must choose at least one page or subcategory to create a CMS block.”
No CMS pages are listed
The problem is within the web browser Google Chrome.. If you use IE or Fire Fox, the CMS pages become visible and thus are allowed to continue with your process.
